I don't know anything about accounting but I do know that finding $3Billion based on an error means you probably need a new accountant. I'm not sure how this happens but even for the US government, the $3B cannot be a rounding error and seems deceptively like an attempt to funnel more money into Ukraine without additional congressional approval
